Circlet of Elven Censorship
Dagnabbit! That's the third blurred out elf I've seen today!
This is a simple silver circlet created in the elven fashion of weaving curving lines. Upon wearing this circlet, all elves are visually blurred to the wearer, making them unidentifiable, and are treated as though they are under the effects of the blur spell (20% miss chance). Further, any words that an elf may speak will come out sounding to the wearer as a series of clicks, whistles, bells, beeps, bloops, blops, and honks.
This item is cursed and can not be removed from the wearers head until remove curse is cast upon the wearer.
If an elf were to wear this, the elf wearing it would appear to be under these effects to everyone around him, and everyone around him would likewise appear to be under these effects.
